HD cameras that send video over ordinary coaxial cable, at up to 5MP. The practical reason to choose these is existing wiring: if a building already has coax from an older analogue system, these cameras and an HD DVR reuse it, which turns a rewiring job into a swap. Power comes separately, usually from a central 12V supply. Cheaper per camera than IP, and simpler to fault-find, at the cost of a lower resolution ceiling and no single-cable install.
